Social Mobilization and Community Empowerment
The objective of this sub-component is to prepare and facilitate the transition of the institutionalization of the CDD approach in the ongoing decentralization context in Balochistan. The approach will result in consolidating and evolving the GLLSP-I approach as follow:
- Union Council Development Plans: A bottom-up development planning and need identification process will be extended to the project area. CO level plans will feed into VO Plans that would be further consolidated into Union Council Development Plans with a five-year perspective. Each plan will clearly identify project and non-project interventions pertaining to public and private domains. Training will be imparted to village resource persons, SMP staff and government staff in UCDP formulation. The development of VDP followed by UCDP will be finalized after secondary data review and consultation with all relevant stakeholders at all level to ensure participation in planning of the development of project for UC development. Standard formats will be developed by SMP for the plan. GLLSP II related interventions will be submitted by the SMP to the PMU for approval and release of funds as per phasing indicated in the plan. The plan will also be discussed in District Development Coordination Committee for assignment of non-project interventions to concerned government departments. Plans for all 40 Union councils will be completed during the year 1.
- Capacity Building at 3-Tiers of Community Organizations: Existing COs/VOs will be restructured and strengthened to ensure full membership of all poor households. In principle, one larger VO will be promoted in each village for a more holistic understanding of village development needs and priorities otherwise the process of Community Organization federation to a village organization will be applied under the concept of three tier mobilization of Rural Support Programs. SMP staff will be provided orientation training on organizational structures and need identification and development plan formulation processes. Activists workshops and exposure visits will also be arranged.
- Social Mobilization Partner: A social mobilization partner will be selected through competitive process. SMP will be paid on output basis an agreed percentage of investment costs.
